Why do I have to pay GST for the package(s) that I ship via vPost land freight?

As per IRAS regulations, all goods imported into Singapore are generally subject to a GST of 9% on the total cost of goods, including vCare and freight (CIF) value.  (Total Customs GST Chargeable = 9% on [Cost + vCare + Freight])
